Azerbaijan hosts ICESCO forum on stra­tegic future stud­ies and arti­fi­cial intel­li­gence
ALa­man Ismay­ilova n event titled "Equip­ping the Islamic World for the Future" has kicked off in Baku under the ini­ti­at­ive called the Coordin­at­ing Per­sons Ini­ti­at­ive on Global Futures Research.
 
The event was held through the part­ner­ship of the Baku Regional Office of the Islamic World Edu­ca­tional, Sci­entific and Cul­tural Organ­iz­a­tion (ICESCO) and ICESCO's Centre for Foresight and Arti­fi­cial Intel­li­gence (CFAI).
 
The offi­cial launch of the par­ti­cip­at­ory pro­cess for the pre­par­a­tion of ICESCO's Stra­tegic Foresight Guide was announced as part of the event.
 
This insti­tu­tional ref­er­ence doc­u­ment aims to sup­port the strength­en­ing of national foresight capa­cit­ies in mem­ber states, as well as the integ­ra­tion of anti­cip­at­ory approaches into pub­lic policy, stra­tegic plan­ning, gov­ernance, and decision-mak­ing pro­cesses.
 
The meet­ing, which will con­tinue until July 28, includes a col­lab­or­at­ive pro­cess aimed at enrich­ing the norm­at­ive sec­tion of the Guide in an inclus­ive man­ner, based on the exper­i­ences, expert know­ledge, and pri­or­it­ies of ICESCO mem­ber states.
 
Speak­ing at the event, Head of the ICESCO Baku Office Abdul­ha­keem Alsenan noted that nations that shape their future are those cap­able of anti­cip­at­ing chal­lenges before they become real­it­ies.
 
"Stra­tegic foresight is no longer an option; it has become an integ­ral com­pon­ent of pub­lic admin­is­tra­tion and decision-mak­ing pro­cesses. Baku, as a plat­form where the exper­i­ences of dif­fer­ent coun­tries con­verge, plays an import­ant role in shap­ing future-ori­ented ini­ti­at­ives. By strength­en­ing the cul­ture of anti­cip­at­ing the future, ICESCO aims to enhance the read­i­ness of mem­ber states to address evolving global chal­lenges," he said.
 
In a video address, ICESCO Dir­ector Gen­eral Salim bin Mohammed Al-Malik stated that if know­ledge is the main driv­ing force behind pro­gress, foresight trans­forms that know­ledge into pre­pared­ness and pur­pose­ful action. He emphas­ized that the Stra­tegic Foresight Guide is inten­ded to con­trib­ute to shap­ing com­mon future goals among mem­ber states. The Dir­ector Gen­eral also high­lighted that struc­tural changes expec­ted in the global eco­nomy by 2030 would cre­ate mil­lions of new jobs.
 
Nuzha Shok­runi, Senior Research Fel­low at the Policy Cen­ter for the New South, said:
 
"Evid­ence-based future stud­ies have not yet been fully integ­rated into gov­ernance sys­tems in most mem­ber states. The presen­ted Guide is not only a meth­od­o­lo­gical doc­u­ment but also a prac­tical tool for poli­cy­makers and gov­ern­ment insti­tu­tions. The net­work of focal points being estab­lished will expand the exchange of exper­i­ence among coun­tries and enable the applic­a­tion of meth­od­o­lo­gies in real gov­ernance pro­cesses. Suc­cess­ful foresight depends not only on meth­od­o­logy but also on invest­ment in human cap­ital and lead­er­ship."
 
Pres­id­ent of the Turkic Cul­ture and Her­it­age Found­a­tion Aktoty Raimku­lova noted that in an era of global trans­form­a­tion, stra­tegic foresight is of great import­ance for sus­tain­able devel­op­ment and the form­a­tion of strong insti­tu­tions. She described the presen­ted Guide as a sig­ni­fic­ant con­tri­bu­tion in this dir­ec­tion.
 
Raimku­lova also spoke about projects imple­men­ted by the Turkic Cul­ture and Her­it­age Found­a­tion in the fields of cul­tural her­it­age pre­ser­va­tion, digit­iz­a­tion, sci­entific research, and edu­ca­tion, emphas­iz­ing that cooper­a­tion with ICESCO is par­tic­u­larly import­ant in terms of know­ledge exchange and capa­city build­ing.
 
Dur­ing the present­a­tion of the ini­ti­at­ive, Dir­ector of ICESCO's Centre for Foresight and Arti­fi­cial Intel­li­gence (CFAI) Kays Hammami stated that the main object­ive of the project is to trans­form the Islamic world’s rich intel­lec­tual and civil­iz­a­tional her­it­age into insti­tu­tional capa­city that serves to anti­cip­ate the future and pre­pare for change.
 
Express­ing grat­it­ude to Azerbaijan for host­ing the event, Hammami said that the newly estab­lished global net­work of focal points would con­trib­ute to strength­en­ing cooper­a­tion among mem­ber states and pro­mot­ing a cul­ture of stra­tegic foresight.
 
Note that Azerbaijan joined the Islamic World Edu­ca­tional, Sci­entific, and Cul­tural Organ­isa­tion (ICESCO) in 1991.
 
Since then, Azerbaijan has act­ively pro­moted the pre­ser­va­tion of its Islamic cul­tural her­it­age.
 
The coun­try suc­cess­fully col­lab­or­ates closely with vari­ous organ­iz­a­tions, includ­ing the Organ­isa­tion of Islamic Cooper­a­tion, the Islamic Devel­op­ment Bank, the Islamic Con­fer­ence of Par­lia­ment­ary Union, and the Islamic Con­fer­ence of Youth Forum.
